Description
The goal of 'Open Access' (OA) is to grant anyone, anywhere and anytime, free access to the results of scientific research, in general through free availability of the electronic versions of scientific publications on the Internet. The OA debate has gained considerable momentum in recent years. Following a meeting between particle physics funding agencies, held at CERN in November 2006, a working party was mandated to work out a detailed model for SCOAP3. An extract of this group's report is now available online.
