Biweekly meeting: C++ Modules in ROOT

Round table:

  - Oksana: monitoring jenkins, helping with CHEP paper, preparing for ACAT

  - Vassil: working on PR3043, landing the changes which are ready in ROOT.

  - Yuka: working on addressing comments for the CHEP paper.

Todo:
  - Oksana: fix OSX test failures wrt cxxmodules and runtime_cxxmodules. In particular, runtime_cxxmodules do not generate a `root` command but only `root.exe`.

  - Vassil: continue with removing the rootmap files per PR3043. This will pave our way to implement the global module index.
