Biweekly meeting: C++ Modules in ROOT

Oksana: Started enabling modules. So far is easy. I am resolving missing dependencies. I have 180 enabled modules 59 are disabled, approx 10 are disabled because needed boost or clhep.

Vassil: CMSSW MODULE build is green. I believe we had a PR in rootcling that allows us to start building the boost module. Fixed one of the ATLAS issues for split debug libs. Fixed an ART issue where they use glibc and libcxx.

David: I have a fix for the missing dictionary issue. We should fix it and open a PR. Vassil: it might be related to the issue being fixed in https://github.com/root-project/root/pull/5486

Priority: Missing dicts in cmssw, try building the boost module.
