WLCG JWT complicance test suite is now running in CI on GH actions:

### Proxy delegation

Changes done to Gfal2 which now allow to enable/disable (default enabled) proxy delegation per transfer.
Done: Disable TPC proxy delegation for XRootD plugin
WIP: Disable proxy delegation in HTTP plugin

### Gfal2 & SE-issued tokens

WIP: Working on a simple setup where FTS SE token/macaroon code was moved to Gfal2.
Gfal2 retrieves token by URL
  -- if not found, retrieve token by hostname
  -- if not found, request token for URL
Planning for deployment on FTS3-devel next week
