Development release 5.27/06

At the AF yesterday it was decided that we will release 5.27/06 end of September and 5.28 around December 15.
Atlas will use 5.26xx for about one year
Alice already using 5.27/05 and waiting for 5.27/06
LHCb ready to switch to 5.27/06 then 5.28 in December
CMS testing 5.27/05

This dev version is more or less what we have in SVN now.
It requires a new version of xrootd (Gerri action before September 15)
Hoping that many coverity reports will be fixed before this release

PRO version 5.28 on December 15

The main feature of this version will be the speed-up code in I/O if Philippe manages to solve the POOL back incompatibility.
Anything else expected (new classes?, I know about THEfficiency)
