Rucio 1.30 "The Donkeynator" feature release
- In response to energy crisis CERN decided to start the End of Year Technical Stop (YETS) two weeks earlier, already on Nov 28
- Proposal
  - There is no TS beginning of Nov anymore
  - Delay the 1.30 release until Nov 28
  - 1.30.0rc1 will be around Nov 21
