Dealing with a few requests from CMS to place dummy files in Echo and make certain locations writeable in order to 'make new SAM tests work'. Not as straightforward as it sounds.

Still considering removing gsiftp tests from SAM/site status.

Changed RALPP and Bristol (and some small T3s) from using RAL FTS to CERN FTS due to high failure rate with some davs transfers. Their poor transfer efficiencies are now much improved.
