LHCOPN minutes

OPERATIONS
Some simplification of the operational procedures have been implemented, notably
 it's no longer needed to create ticket for not service-impacting events.
Guillame wil leave IN2P3. Bruno Hoeft (De-KIT) is now the new responsible for 
the LHCOPN Operations WG.


MONITORING
Following Jason's presentation on perfSONAR and the US-ATLAS use-case, and 
John's presentation of Sander's work on the LHCOPN dashboard, there was a 
discussion on perfSONAR-ps vs perfSONAR-MDM. The totally distributed nature 
of the perfSONAR-ps solution was deemed attractive, as was the ease of 
installation (ISO-CD) and the work that US-ATLAS has done on visualisation 
(including alarm generation using Nagios). With strong backing from ATLAS, 
it was decided that perfSONAR-ps would be installed in the LHCOPN Tier0 and 
Tier1 sites. All the Tier1s present (7?) supported the idea. John, Jason and 
the Monitoring Working group will drive this.
