Major work for EELA; major changes in workplan

* Installation of two new SAM clients (eela and edteam vos) using service certificates to submit the tests
* Upgraded of the SAM Database schema and server components, including a full database drop due to incompatibilities with the previous schema.
* EELA Grid Operation
* Support the installation of an EELA site at UFCG/Brazil

* Presentation at the IT-GD-OPS Section Meeting about the EELA First Year Review
* Found two bugs in the latest SAM release.
* Attended a CMS EGEE/OSG Interoperability meeting
