Major work for BalticGrid; major changes in workplan

SAM server/client installation and configuration at VU-MIF-LCG2.
SAM server finally moved from CERN to BG infrastructure.
Cluster VU-MIF-LCG2 updates.
New cluster at VU-MIF-LCG2 extended from 40 to 108 cpus.
Preparation for 3AHM in Tallinn: bgtut VO support at VU-MIF-LCG2.

Some points from meeting:
* improve support ticket processing - close ticket only when user says OK.
* issues with user certificate usage in multiple VOs - copy results to SE at the end of job.
* unstable/bad clusters - use FCR tool to temporary disable them.
* start SAM testing in gamess and other VO's.
* write test and start SAM testing of MPI support in clusters.
