 reinforce and further develop High Energy Physics in the Balkans\, especia
 lly in connection with the LHC Project. The first 12 editions were held in
  Split\, and this is a second edition on the beautiful nearby island of Hv
 ar. The organizing institutions are the Faculty of Electrical Engineering\
 , Mechanical Engineering and Naval Architecture (FESB) and the Faculty of
