Major work for BalticGrid; major changes in workplan

SAM maintenance.
Added support for Gaussian group in Gamess VO on VU-MIF-LCG2 SGI supercomputer.
Analysis of problems with Gaussian group.
Limited success for Gaussian usage.
VOMS server, hosting litgrid/gamess VO, upgraded and moved to another host.
Major rework on maui configuration to improve SGI supercomputer usage.
Upgrade of VU-MIF-LCG2 (including core services).
