- wlcg-tier2-contacts@cern.ch not yet updated!

- Proposal to:
  - revert wlcg-operations@cern.ch to its "pre-WG" status and remove
    the posting restriction imposed to prevent involuntary "spamming"
  - create wlcg-ops-broadcast@cern.ch to contain ALL WLCG sites and with
    posting restrictions
