Major work for BalticGrid; major changes in workplan

SAM/FCR maintenance.
VU-MIF-LCG2 all quattor templates namespaced.
VOMS server (litgrid/gamess VO) problems solving, host certificate upgrade.
Host certificate upgrade on others services (grid2/grid3.mif.vu.lt).
glite-WMSLB (wms.mif.vu.lt) /var full - solved by clearing and moving to bigger file system.
SAM server - top BDII and glite UI installed from 3.1 repository for SL4.
