Major work for BalticGrid; major changes in workplan

SAM/FCR maintenance (upgrade of glite-UI).
New version of glite-WMS installed on separate node (lxb026.mif.vu.lt).
Old glite-WMS (grid4.mif.vu.lt) is in draining mode and will be removed.
VOMS server (for gamess/litgrid VO) moved from chroot to grid3.mif.vu.lt.
VU-MIF-LCG2 site was split to two sites, new site VU-MIF-TEST is for testing and includes old cluster grid2.mif.vu.lt.
New site BY-UIIP from Byelorussia.
