1. VOMS code issues causing a strain on the Oracle db servers.

   Info from Miguel Anjo:
   - very high number of short sessions to the LCG_VOMS_xx_R accounts,
   ~20800 per user per week
   - very high number of short sessions to the LCG_VOMS_xx_W accounts,
   ~13400 per user per week
   - queries not using bind variables, like the famous: UPDATE SEQNUMBER
   SET SEQ='#'
