The ATLAS detector is one of the largest, most complex, scientific devices ever built over some 20 years. This presentation will explore how ATLAS project evolved from initial pooling of ideas to the design, build, test, install and go live stages of the project. How was the collaboration of expertise, resources and funds involving some 2500 physicists and engineers from 169 institutions and national agencies from 37 countries led and managed over such a long time span? What deliberation and decision making principles did people in the collaboration follow during various stages of the project from initial concepts to operational status? What was the interplay between the CERN governance structure and the ATLAS project “coordination” and leadership? What lessons can be learned about the leadership and management of such a project that would be relevant to other collaborative efforts of such scale and complexity?
