LHCOPN and Grid interactions: Round two

If the LHCOPN is down, what is minimum set of external interactions a T0/T1 should do to make everyone happy (VOs, experiment, ROC, Grid Ops, Grid data managers, T2...). What are also other upper level action expected (reporting in QR, LHCOPN representative...). The goal of the meeting is to clearly and shortly put what was previously agreed on paper around LHCOPN and Grid interaction with endorsement from EGEE, WLCG and LHCOPN Ops before proposing it to sites. Next steps for implementation will also be discussed.
