New version of operations manual for validation

The EGEE Grid Operations manuals were split into 3 parts at the beginning of 2009, and, as the new operations model has now been put fully into operation (i.e. all federations have now joined the new model) further revisions have been made to the manuals. 

The three parts of the manual (comprising of three documents) are now:
* Operational Procedures Manual for ROCs and Sites
* Operational Procedures Manual for Regional Operations (ROD)
* Operational Procedures Manual for central COD (C-COD)
 
There is still a *common* section, to which all three manuals refer to in various sections.  This eases up the need to edit those parts that the manuals have in common and keeps that part synchronised.
Users/readers of the manual do not see this as a separate manual.

Changes:

The previous version of the manual titled "Operational Procedures for ROD and interaction with C-COD" was split into two separate manuals (as above) and the previous COD manual will be retired.

Overall revision of the manuals has been aimed at reflecting the new operations.  Most importantly a new section on security matters has been created to replace the old OSCT contacts section.  (It is common to all three operations manuals.)  Titled "Security Items and daily operations" it covers security matters and contact to the OSCT, as well has now to handle incidents and vulnerabilities.

Much of the remaining revisions have consisted on consitency in nomenclature, refining of procedures
and general spelling and typographical corrections.   Links were also cross checked and updated where
applicable.
