Hostel accommodation through block booking is not possible anymore. You can either try to contact the hostel directly (see https://espace.cern.ch/hostel-service/Wiki%20Pages/How%20to%20Book.aspx for email address and phone numbers) or try to book a hotel (the CERN hostel maintains a list of hotels near CERN at https://espace.cern.ch/hostel-service/Lists/Hotels/AllItems.aspx . Note that coming to CERN by public transport from the French side can be difficult.
