Personnel Statistics 2017 and Recruitment Situation (A. Cook)

• Presentation of the CERN personnel statistics 2017 =>
  - Stable staff resources (small increase); increase in fellows & MPAs
  - Workforce planning is key (succession, extensions, Long Shutdown 2 around the corner)
  - Aim to maintain a stable LD:IC (Limited Duration to Indefinite Contract) ratio
  - Continued take up of new diversity measures observed
  - Dedicated focused outreach in under-represented Member States for Staff, Fellow and Student programmes
• NO @ CERN, Norway Personnel Status on 01/09/18 (contribution of NO is 2.65% for 2018) =>
  - 17 Staff members
  - 19 Fellows (10 on the Technician Training Experience)
  - 3 Doctoral students
  - 6 Technical students
  - 1 Administrative student
• Further efforts are needed to increase the overall number of NO personnel
• The NO “staff by grade” distribution needs attention as the higher grades are not too well populated
• NO is likely going to lose the only Group Leader (GL) at CERN, which would be a difficult issue for the NO ministry and delegation. National interests are perceived being violated. Considered as an unclear process not understandable at all. The person concerned did a great job for NO and the improvement of the personnel situation; losing him as a GL is regarded as a tremendous setback
• The distribution of NO staff by professional categories and the LD to IC conversion rate need a close follow-up
• Outreach activities => finn.no (the “find” portal in Norway) is the most important platform
• Governmental employment office initiative to receive CERN vacancy notices continues

Technology Transfer (G. Anelli)

• CERN-NTNU Screening Week => overall regarded as a big success; 10 sessions until now in total; next edition: October 2018
• BIC in NO => CERN asks how to continue as little impact was obtained with the present setting
• CERN together with NTNU needs to review the situation and possibly select another partner
• The contract signed in 2014 expires in October 2018 which gives an opportunity to take corrective measures

NTNU collaboration (J. Wroldsen)

• NTNU is Norway’s largest university with cross disciplinary education
• The collaboration with CERN is a strategic priority for NTNU
• The goal is to have at least 20 NTNU students every year at CERN (at the moment approx. 10)
• Identified large potential for cooperation in a number of scientific cases
• CERN NTNU research cooperation => e.g. full scale chillers for ATLS
• Recommended to talk to Lucio Rossi in view of Hi Lumi - LHC opportunities

Progress about the NO industries cooperation with CERN (O. P. Nordahl and A. Unnervik)

• The presentation shows for the annual industrial return for supplies to NO a value below the one for 2017 but there are three months left to catch-up
• The collaboration with Norwegian industry, the main suppliers in 2018, is shown
• Munck Cranes NO is regarded as a leading manufacturer of cranes also highly qualified to maintain, repair and upgrade cranes
• Limited tendering with Munck for CMS might be considered
• Furniture purchase and gas for the heating on the FR side under discussion
• Refurbishment of the control room for the fire brigade => limited tendering in Scandinavian countries might be considered
• Why do so many NO companies decline? Still many reasons
• Service contracts? Very difficult as NO firms would have to established a CH or FR branch
• Electricity contract due for renovation in 2020. NO could deliver but RTF in France has a monopoly for transport
• NO still could provide “cheap” electricity => the NO ILO will investigate the present situation and report back

• How many on the additional 80 LD positions went to NO?
• How to approach and better reach-out to NO students?
• Follow-up of the “BIC in NO” issue
• Follow-up of CERN NTNU research cooperation within the Hi Lumi – LHC project

Next Meeting (M. Steinacher)

• Keep the momentum but meet in plenum again in September 2019; interaction in December 2018 with Purchase; and in March 2019 with HR
• Next meeting => Wednesday, 25 September 2019, 16h to 18h
