SM18 Upgrade meetings

Two types of meetings are related to individual test stations: "Coordination" (with all people working in the test station) and "ad-hoc" (with only a small group of people.

"TECH" meetings are to discuss one particular work package across all test stations.

"Mini-Review" are to discuss the overall status of the SM18 Upgrade project with stakeholders and management.
