Rule evaluation issue attaching datasets/containers to containers #6234
- Fixed in 1.31.6, 1.29.13 LTS
- How to fix already existing container rules:
  - Mark all OK/REPLICATING as STUCK, rucio will re-evaluate then
  - For ATLAS, we will do this in bunches of ~10k
  - Dimitrios will add the solution for operation (SQL queries) to the issue
