Summary
This meeting is a follow up of another meeting that was held on April second (indico and presentations available here). The subject of the meeting is to discuss a governance model of the consortium as well as initiatives that could emerge at the same time as ARTIFACT or sustain the European effort in case ARTIFACT is not funded.
Not all partners could join the meeting. As a result, a second meeting with partners who could not join will be organized.
Options of governance models
Jonas L'Haridon presents several options among which :
- A Belgium association
An example of legal structure is a Belgium association. This would require a PO box in Belgium and legal documents with authorization from the king of Belgium. - An official European network funded and supported by CNRS (France)
This option has been raised byBrigitte Cros
. Such network would take one or more year to set-up with many legal complications and for a limited duration (typically 4 years). Such approach could be complimentary because it offers funding for events. However, it can not be a sustainable solution. - A European Research Infrastructure Consortium (ERIC)
This European legal structure can be very complex to set-up. More details here. - An umbrella organisation that would support the European network
Several participants suggested that GANIL could play the rol of the umbrella organisation. Unfortunately, after the discussion with the direction of GANIL, GANIL does not have the resources to endorse this role (unless specific resources are hired). Alternatively, ESF could play the role of this umbrella organisation with administrative and organisational support.Jonas L'Haridon

Draft consortium agreement (update June 20th 2024)

] We should have a small number of people begin to work on a draft consortium agreement based on the desca model. We can have someone from ESS + Sabrina Lecerf and Marek Lewitowicz from GANIL.
MSCA DN discussion (update June 20th 2024)
The deadline for the next Marie Curie Doctoral Networks is on November 20th. Carsten Welsch
will lead the discussion in order to be ready to submit a competitive project by November.
Representation
A round table among all particpant is a first step to allow to define one representative per partner and discuss briefly possible clustering activities. Clustering activites can either be subject to a subject/field (High power LINACs, Synchtron light sources, ...) or be specific to the type of funding or activities (doctoral network / staff exchange / ERC ...).
