1 AFS ops

• Service wobbly but back under control (due to not optimal handling of NA62 bubble, draining for hardware upgrade, and accessTimes script not running on all machines)
• Moving virtual machines to new hypervisors finished (last machine being done right now). All 37 machines now on m4 hardware.
• DBOD MySQL upgrade for afsrundk afsconso afstrack
• Resource Portal next steps, REST template foreseen to be availed in 1 month
• New openAFS version tested on afs990, will push for deployment now.
