Valentin: this year likely we will play with the scalable gateways

We will have nice bullets for evolving the publishing infra. Identical publishers + small cluster of gateways

Exceptions will be handled, e.g. cms, sft, atlas, ...

We will extend the proxypass mode to all the cern repos, as the experience has been very good, and the graphs show a relevant decrease in the frequency and gravity of the S1 slowdowns
