It has changed back to standard time in Europe, but in U.S., we still have daylight saving time. Because of this, I am proposing our meeting to be 15:00 CERN time, that is 9:00 AM Dallas (US central time) so that most people can attend.
Please pay attention to this special case.

Subgroup C phone meeting minutes

Discussion topic: the reference link proposal.
Before and after the phone meeting, phone discussions about this proposal between Roger Rusack and Jingbo Ye also took place because the scheduled phone meeting time did not fit with Roger’s schedule.
From this phone meeting and the previous one about the same topic, it is clear that there are three institutes that are interested in participating the actual development work of this reference link. They are OSU, UMN and SMU. It is agreed that it would be good to have a balanced ATLAS and CMS participation. Other collaborators are always welcome.
A revised proposal should be posted at the meeting agenda page for comments.
It is suggested that these three institutes meet face to face some time in project phase I to discuss about the features of the reference link. After that the design needs to be circulated to the whole working group for comments. This is part of the tasks in phase I, which defines the features and demonstrates the reference link prototype based on evaluation boards and existing hardware.
It is suggested that there is a need to have a break after phase I and to present the design to the whole working group, and maybe to the R&D community. A good chance to present this is at the TWEPP 2008 meeting in Sept. 2008.
