This conference is a part of the series initiated in 1973 in Paris, as an International Colloquium on Photon-Photon Collisions at Electron-Positron Storage Rings, devoted to the hadronic interaction of photons. Recent progress in understanding photon-photon and photon-proton processes will be presented. In addition, historical evolution of the description of properties of the photon as well as recent results on astrophysics, QED, quantum optics and other related topics will be discussed.

This workshop follows the first one held at LBL in 1994, the next two organized at DESY in 2000 and at Fermilab in 2001, as well as many mini-workshops. International Linear Collider(ILC) in the range of a few hundred GeV to several TeV, currently under intensive study, provides in addition to a main e+e- collisions a unique possibility to study gamma-gamma and gamma-electron interactions at comparable energies and luminosities.
