The discovery of neutrino mass has raised very interesting questions about the neutrinos and their place in physics and cosmology. A global program to experimentally answer these questions is developing. In the U.S., four divisions of the American Physical Society (APS) sponsored a yearlong study whose aim was to recommend a fruitful U.S. role in the global program -- a role that would complement the efforts in Europe and Asia. We will discuss the physics of the proposed approaches to answering the neutrino questions, convey the recommendations of the APS study, and discuss subsequent explorations of how best to proceed.
