Survey
  take existing sites and apply QoS labelling
  identify any solutions which proved problematic
 
  what about the "pledgeability" of a resource?
    e.g. 95% availability in MoU??
    Does the WLCG MoU have to be adapted in the light of new QoS classes?

  make as much multiple choice as possible
    for easier analysis subsequently
