Biweekly meeting: C++ Modules in ROOT

Attendance: Axel, David, Shahzad, Vassil

Vassil: Worked on the llvm upgrade, made C++ modules default for OSX c++11. Worked on bugs reported by ART and ATLAS. Debugged the cmssw failures in lazy template specialization info.

Shahzad: Sorted the header files we build for local builds. This should resolve the incremental builds issue we have but I was unable to test due to the failing CXXMODULE build.

David: We should get the CXXMODULE build green again. Maybe we should revert the failing ones modules which are a couple.

Priorities: Try building the boost module, fix the lazy spec issue, get a green build by reverting the broken modules in cmssw.
