Biweekly meeting: C++ Modules in ROOT

Oksana: Not a lot modules related things. I will enable some modules for cmssw whenever I have enough time.

Vassil: We can build the tinyxml2 and the clhep modules. The clhep module was tricky needed to open a relatively big but trivial PR to their repository and backport it to the cmssw-externals. Some boost modules build and that would be our next step. Boost is not a single module but multiple modules. We have a GSoC summer student focusing on reducing the boost technical debt in favor of using the stl. This would allow us to reduce the amount of boost modules we need.

David: I am trying to understand what we need to get the clhep.pcm done. We are very close to building clhep.pcm and tinyxml2.pcm.

Priority: Getting completely the clhep module and making the build green, starting building some the boost module.
