Biweekly meeting: C++ Modules in ROOT

Vassil: Progress on modules on Windows. We have found a bug in llvm with the MSInheritanceAttr and we are working on resolving it. ROOT has problems with the new windows sdk -- it cannot build debug llvm. We managed to get a green build for cmssw. Then we started enabling more modules including cmssw third-party ones -- libraries which have no dictionary (thus module) but being used from other dictionaries such as FWCore{Reflection,Utilities,Framework).

David: My local build gives different output than the IBs. I do not understand why. Still debugging. Enabling more modules while trying to keep the builds green.

Oksana: Enabling more modules for cmssw.

Priorities: Keep the modules IB green-ish and enable 20 more modules.
