WLCG Tape REST API discussion

Following the last DOMA meeting, we want to kickstart the Tape REST API activity in a separate channel, involving all the infrastructure players (dCache, SToRM, EOSCTA, FTS). We suggest pivoting around the discussion document (https://docs.google.com/document/d/1xioJmM1cr9iWaTd-8cpM7f6h3wP4qNfvAGxcHWSvOQs/edit#). Concerns of CERN site have alreay been added, which may serve as a good discussion starting point.
