HTTP STAGE polling (GET) stall issue

• We have 2 options:
  1) Return an error (not 500)
  2) Bypass any stall for HTTP requests. This is what is done in EOS, according to Elvin.

WFE failed to queue files on CTA

• During the STAGE polling, there is nothing that indicates to the client that the file failed to be queued to CTA (Issue #894 link)
