The main goal of the review is to choose the best possible technology for the high-bandwidth beam position monitors in the HL-LHC era.

The panel members shall review the specifications of crab-cavity diagnostics and beam instability monitoring. They will assess the performances and limitations of the different technologies that have been developed to date, including the monitor’s architecture (pick-up and acquisition system) and their implementation in IP1/5 and/or IP4.

The reviewers will also be asked to assess the main risks for a successful deployment of the system in the LHC during the Long Shutdown 3 (LS3) and its commissioning for the start of the LHC Run 4, including both budget and schedule considerations.

Charge Questions

The Review Panel members are asked to answer the following questions:

1- Are the specifications clear and well adapted for crab-cavity and beam instability diagnostics?

2- For each proposed technical solution

a. Does the proposed monitor meet all specifications for crab cavity and/or beam instability diagnostics?

b. Do the proposed strategy and milestones address the remaining technical issues ?

C. Is the project plan, including remaining development, compatible with the implementation of an operational instrument for the end of LS3 ?

3- Are the pros and cons of the different technical solutions all well addressed?

4- Are there changes to the current monitor implementation that could improve performance and minimise risks on budget and schedule?
