      Minutes and Matters Arising
      • We had earlier last week a very pleasant WLCG@20 Anniversary, with a full room (at the Gateway, being the Globe under repair)
      • Connection with Russia: an update by Edoardo below
      • EFP:
        • Mailing list created: cern e-group hep-efp@cern.ch
        • As of now, we miss at least ATLAS and ALICE(if interested)
        • Centers can also join
        • Mail was sent to EFP for having technical people joining on their side
      • We have received a request for a New Tier-2 (atlas, United Arab Emirates University)
        • As we did for Tier-1s (thanks to Julia), it would be important to have something written also for Tier-2s; clearly the first step should be the interest of an LHC Experiment in the collaboration with the site
        • Currently, there is a table at https://twiki.cern.ch/twiki/bin/view/LCG/JoiningWLCG, but the numbers are difficult to reconcile, as they were taken from existing documents without an homogeneous scope
        • We propose to ask Julia the numbers and propose a new table format, and get back to the exps
        • If the thing succeeds, we can think of following a process similar to that used for Tier-1s (CB …)
      • We were notified that the CERN new management structure implies a reorganization of the membership in the MB. Arne Wiebalck has been appointed as CERN-T0 representative, taking the role of Dirk.
      • a) Update on JINR connectivity
        Speaker: Edoardo Martelli (CERN)
        • GEANT and NORDUnet have closed all their Internet and LHCONE connections with Russian NRENs on the 1st of December 2025. The EU exemption to the sanctions applied at the beginning of the war has been withdrawn, thus they had to close the links left up.
        • This has impaired the access to the JINR Tier1 and Tier2 from WLCG sites connected to the European Research and Education networks
          • ESnet still peers with Russian NRENs and provides their users with LHCONE access to JINR (US sites and CERN)
        • JINR LHCOPN connectivity (links to CERN) is still in place. There was no impact on CERN-JINR and Tier1s-JINR traffic on the 1st of December
        • It is technically possible to use the JINR LHCOPN connectivity to restore LHCONE connectivity to GEANT. GEANT is willing to help, but only if they peer with CERN and CERN gives them transit to JINR. GEANT cannot connect directly to the network of a Russian entity, but it's OK if there is another network in between them.
        • Simone has discussed the matter with the CERN legal team. We are waiting for their recommendations.

      Q&A:

      • Tulika Bose (Wisconsin, US CMS) commented that CMS will provide a range for the GPU offload depending on R&D outcome scenarios.
      • Stephan Lammel (Fermilab, CMS Computing Coordinator) asks about data fragmentation e.g. if a site has the data but not the GPUs to process it. This was not explicitly discussed in the workshop.
      • Tulika Bose, Ed Moyse (ATLAS Computing Coordinator), and others commented that the workshop was useful and to have another one like this would be helpful.
