To submit abstracts, and maybe later on to upload your talk you need a CERN computer account. This is a separated system and has nothing to do with the registration to the conference. Almost everybody has already a CERN computer account, but if for any reason you cannot, you can create a CERN "Lightweight account" here:

This is relatively straightforward and then you can use it forever with indico and maybe other CERN applications (so it is an investment for the future :-).
