Plenary - Future of the Programme

The high luminosity upgrade programme of the LHC has emerged as one of the highest priorities for CERN and European Particle Physics in the recent European Strategy consultation process. I will review the physics motivation for this programme, the proposed detector upgrades and the ongoing R&D.
