        5. BDII service (re)organization in CE

          6. Proposal to setup top BDII per conutry and setup all sites within the country to the top BDII.
          pros: 1) in case of failure only one country is affected 2) more authority to country/NGI
          Risky as can spoil availability of sites due to not well managed top BDII. Solution? We'll add automatic removal of failing instance from the current BDII poll.
        6. SE Downtime problem

          7. When the site has problems with SE then it can put SE into downtime, but then CE test lcg-cp-RM fails causing CE being unavailable also. Proposed workarounds: 1. put entire site into SD when SE has problems
          2. remove RM tests from CE service
          3. Setup site to some other good SE
          4. Need procedure for new site without SE to setup some other close SE.
