3rd TOP2017 IAC meeting

- LOC news: plan to have 2nd bulletin in ~2weeks, rooms ok, excursions prebooked

- send official invitation to the key speakers (Jiri/Roman, Antonio) -- ongoing

theory talks (mini-workshop + in individual sessions):

  - theory members to discuss between them and come up with proposals

  - for miniworkshop: those who use top as tool, not clearly top people ;)
