The closest stop to MICINN Headquarters and Hotel Novotel is Parque de las Avenidas Station (Line 4). You can take line 8 from the airport terminal, change at Mar de Cristal Station, and take there line 4 direction Argüelles to Avenida de America, and then take line 7 direction Hospital del Henares until Parque de las Avenidas Station.
