The third Low emittance ring workshop to be held in Oxford in July 8th-10th 2013, hosted by the John Adams Institute for Accelerator Science. The workshop brings together different accelerator communities working on the design of ultra low emittance lattices such as synchrotron light sources, damping rings and test facilities for linear colliders and HEP circular colliders. The aim of the workshop is to review the present development s in design of ultra low emittance lattices, the experience and the challenges with the operation of low emittance synchrotrons and the main technological problems. The merging of different accelerator communities is expected to foster ideas exchange and the collaboration both on theoretical, experimental and design issues. Areas for common R&D programmes will be explored. The workshop will profit from the experience of colleagues who have designed, commissioned and operated lepton ring colliders and synchrotron light sources as well as from the ones involved in future low emittance upgrade programmes of existing rings.
