Please find below the summary of conclusions, action items and topics for the next meeting:

  • Apologies: Ms T. Heimerback, Permanent Mission of Norway

  • Welcome Ms Liv Furuberg from RCN as a new member of the WG

  • The summary of conclusions of the 26 September 2017 WG meeting and the draft agenda of this meeting https://indico.cern.ch/event/696970/ are approved.

Norway personnel returns: current situation (A. Cook)

  • Status Report 1 March 2018, situation for NO split by professional categories: continued improvement for staff members from 11 in 2016 to now 16, 19 Fellows, 13Technical Students, 3 Doctoral Students and 1 Admin Student.

  • NO evolution of staff applications / invitations and selections presented; a tracking system will be in place soon; technical students ok, but no doctoral students at recent selection committees

  • Outreach activities: Trondheim event 31/01 to 02/02/2018; main event career fair at NTNU; successful visits at technical colleges and stands at job fairs; next event planned in September

  • finn.no (the “find” portal in Norway) as the most important platform; where to put emphasis => combined skills; cryogenics;

  • HR will provide a list of CERN needs to NO so the relevant technical colleges, job markets for technicians with additional education, can be served

  • Discussion about summer students and how they are selected; give a description of the calculation of quotas and their application

  • Governmental employment office initiative to receive CERN vacancy notices; started in 2016.

  • Discussion on difficulties with the fellows, their retention, etc.

NTNU collaboration (O. P. Nordahl and J. Vigen)

  • Progress not very quick, interest still here, one associate wants to return to ATLAS, one persons interested in automatics, one in cryogenics.

  • Real interest to get the right level; more “administrative / legal” issues than “funding / financing” problems.

  • Still positive attitude at the top level; problems one or two levels lower

  • BIC issues in Norway, common understanding not easy to be achieved

Progress about the NO industries cooperation with CERN (O. P. Nordahl and A. Unnervik)

  • Presentation provided by Anders and done by Thierry; discussion on the development of the return for supplies which also in 2017 is at the level of 2015 and 2016

  • NO was successful on small orders; more difficult for large orders; goal would be medium-size orders

  • Results “limited tendering in 2017”, overall a successful, refurbishment of the control room => another limited tendering possibility?

  • Why do so many companies decline? Too risky in many cases.

  • Service contracts? Very difficult as NO is an expensive country.

  • Feedback from the NO ILO who is very content on the many fruitful technical interactions with the CERN Departments.

  • Personnel statistics 2017; detailed presentation of the official document

  • NTNU interactions and progress report

  • Information on the low quota for summer students from NO

  • Electricity contract due for renovation when? NO could deliver but RTF in France has a monopoly for transport

  • NO could provide “cheap” electricity for a computer center

  • VAT issues, if any
