This is the 3rd (and final) in a series of workshops, supported by CERN, ECFA and NuPECC, devoted to the design concept of a new polarised electron/positron - proton/ion collider, which based on the LHC hadron beams can explore the physics of deep inelastic scattering at 4-momentum transfers squared Q2 above a TeV^2 and down to Bjorken values as small as 10-6 in the DIS region. The workshop will evaluate and summarise the tentative conclusions o the LHeC design and define the final steps of the design work prior to the release of the Conceptual Design Report (CDR) in spring 2011. The CDR comprises designs of the accelerator complex, of a suitable high performance detector and describes major opportunities of new physics investigations arising with the LHeC. The workshop is open to new ideas and contributions. The first day is devoted to parallel sessions and the second day to plenary summaries. The workshop opens on Friday 12.11., 9 am, and closes on Saturday noon.
