CERN Library, AILIS and SNL invite you to the first Library Science Talk of 2003.
Our speaker will be Tommaso Giordano, Deputy Director of the Library at the European University Institute in Florence, who will present "Electronic Resources Sharing and Library Co-operation in Europe"
Consortia for sharing electronic resources currently represent one of the most important developments in the field of library organisation. These co-operation programs - increasingly widespread all over the planet - are dual in nature: on the one hand they show the characteristics of initiatives which are transitory in nature; on the other hand they demonstrate their potential in long-term situations. The talk presents the results of comparative research into the consortia in 28 European countries. The intent is to determine the principal characteristics of the consortia, the emerging models, and the critical factors of their development. After describing general tendencies in libraries currently in transition, Mr. Giordano will focus on 35 consortia which are analysed from different viewpoints: scope and geographical dimension, policy and program, governance, infrastructure and financing. The result is a diverse picture from which notable differences emerge between the countries under consideration, in terms of both level of development and manner of implementation of the consortia. In addition to well-known historic and cultural factors, various other factors of a political and managerial nature, such as the degree of political and administrative decentralisation, the national technological programs, the regular availability of special financing, the organisational structure, and the legal status of the consortium, all play a decisive role. Lastly, from this analysis three principal consortia models that seem to be establishing themselves in different countries are identified and discussed: the centralised model (applied principally in the Nordic countries), the decentralised model (currently the most widespread), and the regional model (applied in some countries with decentralised political systems).
