Application for Quarantine Exemption

QUARANTINE EXEMPTION PROCESS FOR LIGHT CONE 2021 CONFERENCE

The following process applies to those who are coming to Korea from abroad to attend LC 2021. If you are already in Korea, there is no restriction for travel to Jeju. If you are going to fly to Korea, please read the following information carefully and send the required documents to the LOC by email. (lightcone2021@gmail.com)

  1. To attend LC 2021 in-person, you need to get two documents, visa and quarantine exemption permit.
  2. For visa, please read the instructions given in the LC2021 homepage: https://indico.cern.ch/event/938795/page/20694-visa-quarantine-important. Please note that you should have a K-ETA even if your country is a visa-free or visa-waived country.
  3. Without quarantine exemption, all visitors should have 14 days quarantine in a designated place unless the quarantine place is prepared by the host. The cost, which is about US $100 per day, should be paid by the visitor. If you cannot get the quarantine exemption, therefore, we highly recommend you to attend LC 2021 online.
  4. If you want to apply for the quarantine exemption, please contact the LOC immediately. The documents should be collected by the LOC and the LOC should submit the documents to the Ministry of Education. Then the Ministry of Education will examine the documents and make decisions. We, the LOC members, will try our best to get the permission. However, it may happen that our application could fail. So, we strongly recommend you to buy refundable air tickets, just for the case.
  5. If you are fully vaccinated by WHO-approved vaccines, you may apply for the quarantine exemption.
  6. For the application process, we need the following documents.
    a) Copy of your passport
    b) Copy of your flight tickets (Your return flight should be right after the conference, namely, Dec. 5 or Dec.6.)
    c) Copy of Vaccination Certificate or Vaccination Report Card
    d) Quarantine Exemption Application Form - This form is attached at the first page of the LC 2021 webpage. Please fill out the form and send it to the LOC with the other documents.
  7. Please send the above documents to lightcone2021@gmail.com before November 4.
  8. Once we get the approval from the Ministry of Education, you should contact the nearest Korean Consulate to issue the exemption certificate. Online application is available.

AIR TICKETS

  1. We recommend you to buy air tickets to arrive at Incheon/Seoul (ICN) airport before 4 PM in Korea. You need to move to Gimpo airport to take the air plane to Jeju. The last flight to Jeju is at 9 PM and it will take about 4 hours to get out from ICN airport. (There is no connection flight at ICN to Jeju. So, you should separately purchase domestic air tickets between ICN and Jeju.)
  2. If you can take the flight to Jeju at the same day of your arrival, you will get the PCR test at Jeju.
  3. If you cannot take the flight to Jeju at the same day of your arrival, you may need to stay and take the PCR test in Seoul. After getting negative result, you can take the flight at Gimpo to fly to Jeju.

BEFORE YOUR FLIGHT

  1. You need to have a proof of negative COVID-19 PCR test result issued within 72 hours of departure. Failure will result in denial of boarding at departure airport. (For example, if your flight is scheduled for departure at 10 AM on March 10, 2021, the test result needs to be issued no earlier than 00:00 AM of March 7, 2021.)

AFTER ARRIVAL

  1. After arrival, please follow the instructions at the airport to install APPs on your cell phone for quarantine.
  2. At the next day of your arrival, you should have a PCR test at a designated place (normally local health center). The test result will be informed to you at the next day (around noon). This PCR test is free of charge and there is no payment at all.
  3. The test result will be notified as a text to your cell phone. If it is negative, you are free to move. If it is positive, you cannot attend LC 2021 and you should follow the instructions of the health department of Korea.
  4. Therefore, you need to have a two-days quarantine even if you are exempted from the 14 days quarantine.

ACCOMMODATION

  1. Before you get the negative PCR test result in Korea, you are not allowed to move. This means that you should have quarantine for 2 nights. During this period, you cannot stay at a hotel, but you have to stay at a one-room apartment or a studio which you can rent through airbnb. Please ask the LOC if you need help.
  2. After passing the PCR test, you can move to Jeju Booyoung Hotel, the venue of the conference.

BEFORE TAKING THE RETURN FLIGHT

  1. For taking the return flight, you may need to have one more PCR test. This is required by your home country not by the Korean government. Most countries require negative PCR test results taken within 3 days before departure. (The US government recognizes antigen test as well.) So, you may take the test at Friday afternoon and the result will be obtained at the same day (for antigen test) or Saturday morning (for PCR test). The certificate is issued in English and the fee is about US $70 - $100. (It is not free of charge at this time.) The certificate can be issued by private (designated) clinics but not by public health center. We will find out the nearest place for this test in Jeju.

SUMMARY

The procedure is as follows.

  1. The applicants send all documents to the LOC
  2. The LOC collects the docs from ALL applicants and send it to the Ministry of Education through the University headquarters.
  3. The Ministry of Education make decision on the applications and notify the decision to the LOC and to Korean Consulates.
  4. The applicants apply the exemption to the nearby Korean Consulate. If everything is confirmed, the consulate issues the exemption permit.

Important notice to remember

  1. You need to take the PCR test at least 3 times: before the travel, after arrival, before the return flight.
  2. You should have a 2-days quarantine at a studio even if you are exempted from the regular 14 days quarantine.

 

For 2-days quarantine, we suggest you to arrive at Seoul at Nov. 26 (Fr) so that you can take the PCR test at Nov. 27 (Sa). If everything goes well, you can check-in the hotel at Nov. 28 (Su).
