Experiments based on water Cherenkov detection technologies are probing and will probe the fundamental questions in physics on topics such as neutrino properties, baryon number violation and the nature of dark matter. Water cherenkov detectors with uprecedented precision and new technogies, such as Super-K Gd, Hyper-K/IWCD, ESSnuSB detectors and THEIA, are now operating or proposed. The Water Cherenkov Test Experiment (WCTE) is a planned 50-ton scale water Cherenkov test experiment that will operate in the T9 beam line at CERN. WCTE will be a platform to make measurements necessary for the modeling of water Cherenkov detectors and to test new technogies and calibration methods. This workshop will be a meeting of WCTE collaborators and researches with an interest in WCTE. The workshop will include presentations on WCTE physics, reports on WCTE detector systems, and presentations and discussion new applications for the WCTE.
